The project partners acting as NODES assemble collections by accepting contributions of federal technical reports from COLLECTION CONTRIBUTORS. Ideally two copies of each document are collected. After a collection is assembled one copy is sent to the DISTRIBUTED ARCHIVES.  The second copy is sent to the CENTRAL PROCESSING UNIT where documents are cataloged and accessed for digitization procedure. Documents with standard size pages are sent to UNIVERSITY OF MICHIGAN DIGITIZATION PROJECT.  Documents containing non-standard of pages size, e.g. maps, foldouts are sent to vendors for digitization. Once digitized the scanned collections are loaded onto the TRAIL Website.
